Yes, we can create examples of problems a person cannot solve in an interview. In my experiences, interviewers asked me questions that I answered, the interviewers looked at each other in that "Aha" moment, took notes, and ended the interview abruptly. No one was hired as the problem was solved.
Some people, some organizations are struggling with problems that other people experienced 20 years earlier and solved 19 years earlier. They didn't need to hire a person, just talk with a consultant for half an hour. The job interview was a free consulting session.
